European Union’s WMD Non-proliferation policy: the competence-sharing between EU institutions

This paper seeks to analyse the formation and change of the European Union’s WMD non-proliferation policy. The change of this policy is the result of the double, parallel evolution of the WMD concept and of the EU institutional framework.In section one, the two evolution processes are reviewed through the analysis of the EU’s key-documents about the WMD non-proliferation issues. Section two overviews the implementation of the EU non-proliferation policy and emphasizes the significance of the “horizontal” nature of this policy field. Section three sorts out and examines the main constraints on the effectiveness of the EU WMD non-proliferation policy. The Conclusion makes the overall assessment of the policy and addresses its future perspectives.
